Description of your changes:
To achieve CNCF graduation, we need to work on the OpenSSF Best Practices. This PR will add a badge to monitor its status.

@HumairAK @chensun As part of CNCF Graduation process and tracked in kubeflow/community#834, I'd like to propose this simple change to watch our repo with the OpenSSF Practices.
